Mouse cursor lags then it change its picture

Then cursor change its picture (when you point it on a link or text) it doesn't change immediately: a new picture appears 1-2 mm to the right and only after that appears at its necessary place. It takes a split second but than i drive a mouse in the place where cursor often change its picture (e.x google) i wanna cry with blood. It happens on every distro; with kde, gnome, mate, etc; any video driver; any application; any display or mouse; any kursor theme. On gnome it's less noticeable but still observable.
On windows 10 everything fine.
I started learning linux a week ago, tried everything from ubuntu to arch, have solved every issue i had at the beginning except this. So there is only one thing that prevent me from delete windows forever, and i couldn't find anything at least a bit like this issue.
