What is the Debian version Parrot Security OS 3.11 based on?
So I'm using Parrot Security OS
(aka ParrotSec
, Parrot OS
), and I'm going to install VirtualBox, but as I go through the release note of ParrotSec 3.11
(newest version) there isn't telling you that is it based on Debian 8 (Jessie) or 9 (Stretch)? It only said it started using Linux 4 kernel since ParrotSec 3.10. Who can help me out?

You could always use
cat /etc/debian_version
to find out(since it is Debian based)The HOMEPAGE of the documentation clearly states what version of Debian is being used:
Getting Started with Debian
The Parrot Project is based on top of the testing branch of Debian
GNU/Linux, then most of the Debian documentation is valid for parrot
too.
Means: Maybe they are not using one Debian release name, but the testing
keyword. Item 1 can clear this to you.
But when I runcat /etc/debian_version
in my ParrotSec's terminal it outputParrot

Then what version of debian should I chose when I'm downloading shoftware? For example if you're downloading virtual box, which version should I chose?

Use your package manager, as said on Stephen's answer. You should have asked about virtualbox in the first place to get better help. If you make one question at time in the comments, will be more difficult to get help...

The features table in the download page indicates that Parrot is based on Debian 10, the forthcoming version of Debian (currently in development). Since Parrot host everything themselves (the Parrot repository configuration includes only Parrot hosts), what you get depends on how often Parrot refreshes its packages from Debian; that appears to happen very often, so it seems appropriate to consider that Parrot is based on Debian 10 (even though that’s ever-changing).
When downloading third-party software, you should choose versions for Debian 10 if available, 9 if not.
To install VirtualBox, you can use the Debian 10 package instead of Oracle’s:
sudo apt install virtualbox
If you really want to install the Oracle package, follow the instructions for “Debian-based Linux distributions”, using stretch
as the release name.
