Unable to reply to other users terminal Ubuntu

I am try to reply for a message sent by other users termnial.



I have 2 users sudhir & chethu. Chethu is logged into system normally & user sudhir logged in via putty.



At sudhir terminal we get error message for command write chethu



write: chethu has messages disbaled.



At the chethu terminal I have made the following configuration.
